The Development Academy of the Philippines (DAP), through its Modernizing Government Regulations Program, proudly unveils the 2024 Capability Development on Regulatory Impact Assessment (RIA) for Local Government Units (LGUs) project. This initiative aims to enhance the regulatory capacities of beneficiary LGUs by equipping their selected personnel with the essential skills for effective RIA implementation. It intends to empower LGUs by enabling them to perform ex ante and/or ex dure or ex post RIA on identified regulations using various analytical methods, with a particular focus on developing Regulatory Impact Statements (RIS).

How to Participate

Interested LGUs are required to complete and submit several prescribed forms. These include an Expression of Interest, to be signed or approved by the City/Municipal/Provincial Administrator, Vice-Mayor, Mayor, or Governor, adhering to specified guidelines and deadlines. Additionally, LGUs must provide a list of participants, endorsed by the head of the Human Resource Development Office and approved by the relevant local government authority, with a minimum of eight and a maximum of 12 personnel. Furthermore, LGUs must submit a Summary of the Selected Regulatory Proposal, endorsed by the City Administrator, Vice-Mayor, or Mayor. The deadline for submission of the Expression of Interest and other documentary requirements is at the close of office hours on May 14, 2024, for Batch 2 and June 25, 2024, for Batch 3.

Who Should Apply

The project targets LGU officers, directors, division chiefs, and technical staff of Sangguniang Bayan/Panlungsod/Panlalawigan who are directly involved in the development, amendment, implementation, monitoring, and evaluation of regulations within departments such as the Business Permits and Licensing Office, Planning and Development Office, Health Office, Social Welfare and Development Office, Agriculture Office, and Engineering Office, among others. Ideal candidates should possess relevant experience in areas such as planning, economics, legislation, policy research, industry research, or market operations.

Project Components

The project comprises various components, including Basic and Advanced Courses on RIA, Technical Assistance on RIS Development, and Technical Review of RIA Results. These meticulously crafted components offer comprehensive support to participating LGUs throughout the RIA process.
