
The Development Academy of the Philippines (DAP) has achieved a significant institutional milestone with the official registration of its first-ever Collective Negotiation Agreement (CNA) with the Civil Service Commission (CSC).
The 2026–2029 CNA between DAP Management and the Development Academy of the Philippines Personnel Association (DAPPER) was registered by the CSC through Certificate of Registration No. 3954 dated 8 September 2026, pursuant to Rule XV of the 2024 Rules and Regulations Governing the Exercise of the Right of Government Employees to Organize under Executive Order No. 180.
The registration marks the culmination of a series of steps undertaken by DAP Management and DAPPER toward establishing a formal framework for employee-management relations at the Academy. The agreement was formally signed on 5 August 2026, subsequently ratified by the covered rank-and-file employees, and submitted to the CSC, together with the required supporting documents, on 24 August 2026 for registration.
As DAP’s first-ever CNA, the agreement represents an important step in institutionalizing constructive dialogue and partnership between management and employees. It provides a formal mechanism for addressing matters concerning employee welfare and workplace relations while promoting mutual cooperation, open communication, and shared responsibility.
The registration also reinforces the parties’ commitment to comply in good faith with the stipulations of the agreement toward achieving a harmonious working atmosphere within the Academy.
The CNA is governed by the applicable provisions of the 2024 Rules and Regulations Governing the Exercise of the Right of Government Employees to Organize under Executive Order No. 180. Under Section 12, Article XIV-C of the 2024 Rules, any provision of the agreement that is contrary to law, morals, good customs, public policy, or public order, or whose implementation requires a legislative act, shall be void. Provisions of the CNA not declared void shall remain valid.
For DAP Management and DAPPER, the registration of the agreement is more than the completion of a regulatory requirement. It marks the beginning of a strengthened institutional partnership anchored on dialogue, cooperation, and a shared commitment to the welfare of DAP employees and the Academy’s public service mandate.
The first registered CNA in DAP history marks a new chapter in employee-management partnership—strengthening the foundation for a more collaborative, harmonious, and productive workplace.
