The Development Academy of the Philippines (DAP), through its Productivity and Development Center-Modernizing Government Regulations Program (PDC-MGRP), will formally launch the 2023 Regulatory Reviews on 4 September 2023, from 2:00 to 4:00 p.m. 

The selected focus industries/sectors for the year are Clinical Laboratories, Consumer Goods and Retail, Hazardous Medical Waste Management, Livestock Subsector (ex-post Regulatory Impact Assessment Case Study), and Socialized Housing. The selection is based on the Philippine Development Plan 2023-2028, Strategic Investment Priority Plan 2022, Investment Priorities Plan 2020, the Department of Budget Management’s Briefer on the 2023 Budget Priorities Framework, project reports, policy briefs, and press releases.

Now in its eighth year, the MGRP has firmly positioned itself as a trailblazing regulatory reform initiative. It is mandated to elevate national productivity and bolster competitiveness by carefully scrutinizing existing regulations. The program also lends critical support to the government’s quest to enhance the ease of doing business, meticulously crafting mechanisms that foster relevant, coherent, and efficient regulations. This, in turn, facilitates identifying and mitigating unnecessary regulatory burdens across the highlighted industries.

During the reviews, the study teams will present the five industries’ sectoral backgrounds and initial regulatory issues through the breakout sessions to drive insightful discussions. The target audience will be the private and public stakeholders of the respective sectors.

The MGRP will orchestrate a series of engaging interviews, dialogues, and surveys targeted at businesses related to the identified industries. These dynamic interactions will provide insights that will contribute to the refinement of regulations.
