The Development Academy of the Philippines, through its Public Management Development Program, introduced the new scholars of the Local Government Executives and Managers Class (LGEMC) Batch 10 in a virtual Opening Ceremony held via Zoom on April 24, 2023. Some 29 local chief executives and local government managers from 27 local government units.

DAP President and Chief Executive Officer Atty. Engelbert C. Caronan, Jr., in his opening remarks, emphasized the importance of the LGEMC in shaping the country’s new generation of leaders as it contributes to one of the goals in the Philippine Development Plan 2023-2028, namely, Practice Good Governance and Improve Bureaucratic Efficiency. He also thanked the new batch of scholars for embarking on a quest to higher learning, encouraging them to do their best for the sake of their constituents.

Meanwhile, Civil Service Chairperson, Atty. Karlo Alexei B. Nograles, delivered an inspirational speech on behalf of the National Government’s Career Executive Service Development Program Steering Committee. He encouraged the participants to learn not only from the experts but also from their fellow LGEMC scholars.

“Together, all of you here have the power to bring about the positive change you want to see in your respective communities, and in turn, the whole country,” Nograles added.

The incoming LGEMC scholars chose Kasaligan as their batch name which means “being trustworthy” in Filipino as they aim to be known for being consistently reliable over time and in various situations. According to them, LGEMC Batch Kasaligan are made of people who build trust and credibility with others, in both personal and professional settings.

One of the highlights of the event was the Salubong presentation of LGEMC Batch 9 – Sigay welcomed the incoming batch and shared with them valuable tips and tricks based on their LGEMC experience. Dr. Rochelle G. Oco, the City Health Officer of the City Government of General Santos, delivered the Challenge of Excellence as LGEMC Batch 9 representative.

“Congratulations for taking the first step towards what may be the most enriching experience of your LGU journey. The LGEMC modules will equip you with all the tools that you need to be agile and a leader with grit who will combine passion with perseverance…There is a beacon of light shining deep within your soul. From Batch 9 – Sigay, we challenge you to shine.”

Meanwhile, Atty. Maria Riza V. Nunag, the Secretary to the Sangguniang Bayan of Paombong, Bulacan responded on behalf of the incoming scholars.

“Kami na bumubuo ng Batch Kasaligan ay buong-pusong tinatanggap ang hamon na muling mapatunayan na ang tunay na paglilingkod sa bayan ay dapat nagmumula sa puso, may mabuting hangarin, at sapat na kaalaman. Ang Batch Kasaligan ay buong tapang na haharapin ang lahat ng hamon na ibibigay sa bawat isa nang magkakasama ay isang layunin, at pagkakaisa.”
