The Development Academy of the Philippines, through its Capability Building on Innovative Leadership for Legislative Staff (CBILLS) Program, successfully conducted the Legislative Training Course on Effective Policy Implementation for Middle Managers track from 16 to 20 June 2025, at Wynwood Hotel, Pasig City.
The five-day residential course focused on the practical tools and strategies in addressing challenges and bridging policy implementation gaps. Key sessions included effective policy implementation, stakeholder engagement, the development of Implementing Rules and Regulations (IRRs), and a case study on navigating gaps in universal health care implementation.
A highlight of the training was the Sensing Session with the Pasig City Government, which provided a real-world perspective on how local governments translate national laws into actionable ordinances and programs. Insights from this session provided valuable inputs for the workshop on policy implementation gaps and helped scholars identify concrete challenges in policy implementation and execution. The course culminated with the scholars’ presentation of their Policy Implementation Gap Analysis, which received insightful feedback from panelists.
