Raphael C. De Leon as one of the Finalists for the 2026 Galing Pook Awards.
Mr. Raphael De Leon, who serves as Assistant Department Head of the Provincial Government of Bataan, conceptualized the 1PawiCAN (1 Bataan Pawikan Conservation Alliance Network) during his learning journey in the ๐๐๐๐-๐๐๐๐๐ ๐ฉ๐ซ๐จ๐ ๐ซ๐๐ฆ.
In 2022, 1PawiCAN was developed to have a more inclusive, coordinated, and holistic attempt for pawikan conservation. Mr. De Leon spearheaded its implementation with reported initial gains on hatching success rates attributed to interventions of the PLGU including cascading of protocols, benchmarking, capacity-building, and information campaign among others.
