Tagaytay City – The Public Management Development Program – Local Government Executives and Managers Class (PMDP-LGEMC) Batch 20 – Dasig completed their first course, Peak Performing and Adaptive Local Government Leader, last August 4-8, 2026 at the Development Academy of the Philippines (DAP) Conference Center.
This batch includes two local chief executives and 44 managers from 34 local government units (LGUs).
The five-day residential course focused on personal efficacy and adaptive leadership, enabling scholars to deepen their self-awareness and reflect on their core values and leadership styles. Through lecture-discussions, systems-thinking exercises, and guided self-reflection, participants explored strategies for navigating complex administrative environments and adapting a more people-centered approach to governance.
The course was led by Faculty-in-Charge Ms. Ma. Victoria V. Alcoseba of Meraki Consulting Inc., with learning sessions facilitated by DAP Project Officer, Ms. Karina Marya U. Mendoza.
Ms. Alcoseba reminded the batch that, “Effective leadership begins with mastery of oneself.”
The scholars also drew inspiration from Secretary Mel Senen S. Sarmiento, who emphasized that effective leadership requires adaptability and the ability to learn from past experiences. He reminded the scholars that “If you fail to learn from the past, you risk repeating the same mistakes,” highlighting the importance of reflection in making better leadership decisions.
A central component of the course was the reflective session which encouraged the scholars to share personal narratives, discuss operational hurdles, and articulate their leadership motivations. The activity aimed to build peer trust and reinforce shared commitments across the diverse cohort of local officials.
The course concluded with an integration activity, where scholars articulated concrete leadership commitments for their respective LGUs.
Following Course 1, Batch 20 transitioned to Course 2: Local Development and Governance Perspectives, which expands systems of leadership, local development, and governance.
The PMDP-LGEMC is an intensive flagship initiative of the DAP, delivered through a flexible learning modality for over two and a half months. The program covers five courses which center on personal efficacy and leadership, development and governance, and strategic public management.
