
PASIG CITY – Bataan Governor Jose Enrique “Joet” S. Garcia III served as the resource speaker for the Public Management Development Program – Local Government Executives and Managers Class (PMDP-LGEMC) Batch 20 during its online sharing session on September 2, 2026.
Speaking to over 40 local leaders under Course 3: Strategic Management for a High-Performing Local Government, Governor Garcia detailed how the Provincial Government of Bataan turns high-level vision into measurable, real-world results through structured performance management, stakeholder engagement, and institutional alignment.
Governor Garcia highlighted grassroot level policies and programs like 1Bataan Healthy Barangay, EduChild, and Bisita Bayan. These initiatives bring essential provincial services straight to local communities, strengthen municipal-provincial collaboration, and accelerate data-driven e-governance across LGUs. He also emphasized aligning local efforts with national priorities through flagship infrastructure projects, including the Bataan-Cavite Interlink Bridge and proposed coastal defense developments.
Operationally, Bataan cascades its strategic targets to every department and employee using the Performance Governance System (PGS) and the Strategic Performance Management System (SPMS). The province tracks real-time progress using an Automated Performance Management System, while its Office of Strategy Management (OSM) actively evaluates departmental performance to maintain institutional accountability.
The session offered PMDP-LGEMC scholars a concrete model of how strategic management principles transition from theoretical planning to successful execution and sustained public service delivery.
