The Development Academy of the Philippines (DAP), as the designated focal organization of the Asian Productivity Organization (APO) Center of Excellence on Public-Sector Productivity (COE-PSP),  hosted the 2024 Fastbreak Awards and Recognition Ceremony on November 27, 2024, at the DAP Building in Pasig City.

This event brought together 94 representatives from various government agencies onsite and online, celebrating cutting-edge innovations that collectively reduced over 100,000 transaction hours—streamlining processes and elevating public service delivery.

Highlights of the Event:

  • DAP President and CEO Majah-Leah V. Ravago opened the ceremony via video, commending the remarkable achievements and collaboration that drove these productivity milestones.

  • Keynote Speaker Wilma G. Manaois, Vice President of the GSIS Application Management Office, underscored the transformative impact of digital solutions and the need for continuous innovation in governance.

Awardees:

  • Most Significant Transaction Hours Reduced (Grand Winner):
    Office of the Ombudsman for their e-Clearance Processing System, cutting processing times from 60 days to just over an hour, saving 478.47 hours.

  • Most Transaction Hours Saved:
    Bicol Medical Center for automating drug prescription and patient discharge processes, saving 7,313,590 hours annually.

  • Fastbreaker of the Year:
    Quezon City Business Permits and Licensing Department for their QC Biz Easy Online Business Permits Automatic Renewal System, reducing processing times from 15 days to just 2 minutes.

Special Citations for Significant Transaction Hours Reduced:

  • Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium: Saved 464.56 hours on PhilHealth claims processing.

  • Municipal Government of Bacnotan: Streamlined sari-sari store permit issuance, saving 395.68 hours.

  • Davao del Norte State College: Enhanced procurement processes, reducing transaction times by 339.98 hours.

  • PhilHealth Region VI: Optimized legal clearance issuance, saving 162 hours.

  • Municipal Government of Rodriguez, Rizal: Improved aid distribution, saving 116.4 hours.

Outstanding Innovative Idea:
The Cyber Squires from Colegio San Juan de Letran – Senior High School for their “DoseRx Medivance” smart medicine box, designed to improve medication adherence and reduce errors.

Closing remarks were delivered by DAP Senior Vice President for Programs Magdalena Mendoza, highlighting the power of innovation and collaboration in driving national progress.

The event concluded with the launch of the 2025 Paper-less: 1 Million Sheets of Paper Saved initiative, encouraging government offices to adopt sustainable practices and significantly reduce paper consumption.
