17 June 2025—The Development Academy of the Philippines (DAP), through its Center for Governance–Local Governance and Development Office (CFG-LGDO), officially welcomed the 17th batch of the Local Government Executives and Managers Class (LGEMC) in a meaningful launch ceremony held at the DAP Conference Center in Tagaytay City.
Composed of 34 dedicated scholars from 18 municipalities, 8 cities, and 4 provinces, Batch 17 carries the name Busilak, a Filipino word meaning pure, untainted, and genuine. It reflects their collective commitment to malinis na pamumuno at tapat na paglilingkod—a powerful expression of their dedication to integrity and authentic public service.
As they embark on this transformative learning journey, the name Busilak will serve as their guiding light—a reminder of the kind of leadership they aspire to embody.
The opening ceremony was led by DAP Officer-in-Charge Magdalena L. Mendoza, together with key officers of the Academy. Department of the Interior and Local Government (DILG) Undersecretary Marlo L. Iringan delivered an inspirational message, highlighting the synergy between DAP’s capacity-building initiatives and the Department’s mission to empower local governments. He underscored how programs like LGEMC provide leaders with the tools and renewed purpose to navigate the evolving challenges of local governance.
As LGEMC Batch 17 takes its first steps, they do so with courage, clarity, and a shared vision of shaping a more responsive, accountable, and empowered local government landscape.

The LGEMC is one of DAP’s flagship initiatives under the Public Management Development Program (PMDP). The course is a two and a half month learning journey delivered through a hybrid/flexible mode and composed of five courses that develop personal efficacy and leadership, development and governance, and strategic public management, all critical for LGUs charting their course through the complexities of public service.
