14 March 2025, Pasig City – The Development Academy of the Philippines (DAP), led by Officer-in-Charge Magdalena L. Mendoza, formally welcomed Assistant Secretary Vinci Beltran of the Department of Agrarian Reform (DAR) as the new alternate member of its Board of Trustees.
Asec. Beltran assumes the post previously held by former DAR Undersecretary Luis Meinrado Pangulayan, following his appointment as ad interim Commissioner of the Civil Service Commission. During a special meeting, OIC Mendoza and DAP Board Secretary, Atty. Marie Anne Cyra Uy, provided an overview of the Academy’s history, mandates, and programs. Asec. Beltran also had the opportunity to tour the DAP Pasig office.

Currently serving as DAR Assistant Secretary, Asec. Beltran oversees the Finance Management and Administration Office (FMAO), Supervising Human Resource Office (HRO), and Agrarian Reform Capacity Development Service (ARCDS). She previously held leadership roles at the Presidential Communications Operations Office, serving as Director and later as Assistant Secretary from 2018 to 2022. Asec. Beltran earned her Bachelor’s Degree in Speech Communication and Rhetoric and Master of Arts in Women Development from the University of the Philippines – Diliman.

Notably, Asec. Beltran is also a current scholar of DAP’s Public Management Development Program (PMDP) Wise (Phronetic) Leadership Class (WLC), further strengthening her ties with the Academy.
