The Development Academy of the Philippines, as a highlight of the Bureau of Animal Industry’s 86th anniversary celebrations last March 1, turned over the agency’s 2016-2020 Strategic Plan in simple ceremonies held at the BAI Office at Visayas Avenue in Quezon City. DAP President Antonio D. Kalaw Jr. made the turnover to BAI Acting Director IV Rubina O. Cresencio and Assistant Director Simeon S. Amurao Jr.
The BAI’s five-year strategic plan is the main deliverable of the project “Formulating the Strategic Plan of the Bureau of Animal Industry” that was undertaken by the Academy’s Center for Governance-Operations Management Office (CfG-OMO). The intervention helped the BAI define its strategic direction for the next five years and to formulate its delivery unit scorecards aligned with its crafted strategic plan.
Strategic intervention
Kalaw, in his turnover speech, emphasized the role of the DAP as a facilitator for strategic intervention, underscoring the fact that the importance of any intervention lies in its implementation and execution. The Academy’s top man expressed his gratitude for the warm welcome the BAI has extended to the DAP and emphasized that its doors will always be open to the organization for any future assistance that the Academy could provide.
Dr. Cresencio opened the anniversary, which had the theme “Gearing Towards a More Vibrant and Competitive Animal Industry in 2020,” by sharing her thoughts about how the organization has grown, and how for the past two to three months it had undergone the strategic planning exercise that the DAP just concluded with the turnover.
Basis for direction
She revealed how proud she is for the organization to have finally crafted a document that will serve as basis for the direction the BAI will take and which will guide whoever takes her place. She stressed that the livestock industry is in the midst of stiff competition and that its stakeholders must be willing to change and adapt to future technological standards in order to stay relevant.
Dennis M. Guerrero, chief of staff of the Department of Agriculture who represented the DA in place of DA Secretary Proceso Alcala, meanwhile, keynoted the program by specifically underscoring how the BAI should “sustain its efforts” in maintaining the country’s freedom from foot and mouth disease as well as the avian influenza that have beset other countries. Guerrero said that the BAI owes it to the industry’s stakeholders to preserve such an advantage.
At the forefront
On the other hand, Davinio P. Catbagan, Assistant Secretary for Livestock, spoke about how the BAI is continuously at the forefront of maintaining the health status of animals in the country, spearheading various animal welfare activities, genetic improvement, artificial insemination programs and regulatory functions.
The celebration was attended by the organization’s senior and key officers, staff and key stakeholders and beneficiaries. Kalaw, along with Guerrero, Catbagan, DA Undersecretary for Operations (Livestock) Jose C. Reaño, and Minda S. Manantan, Assistant Secretary for Regulations and Executive Director of the National Meat Inspection Service, led the guests. – Peter Dan Baon
