The Development Academy of the Philippines, through its Productivity and Development Center (PDC) under the Modernizing Government Regulations Program (MGRP), will conduct an Orientation on the Regulatory Quality Management System (RQMS) on 27 August 2025, from 1:00 PM to 5:00 PM, via Zoom. 

This initiative supports the national goal of fostering a more coherent, efficient, and transparent regulatory environment across the public sector.

The orientation is designed for key decision-makers, QMS focal persons, and personnel involved in regulatory design, implementation, compliance, and monitoring. It will introduce the RQMS framework–a management tool developed to operationalize the National Policy on Regulatory Management System. The session will cover its structure, principles, benefits, and practical applications for strengthening regulatory governance.

Participants can expect to:

  • Gain insights into how RQMS can improve regulatory systems and services 
  • Understand how the RQMS fosters regulatory coherence, improved service delivery, and organizational performance; and
  • Learn how to align regulatory processes with quality standards to promote transparency, accountability, and increased public trust.

Government agencies are encouraged to send five (5) to eight (8) representatives to maximize learning and facilitate internal adoption of the RQMS.
