The Development Academy of the Philippines (DAP), through its Government Quality Management Program (GQMP), joins the global community in celebrating the 2025 World Quality Week (WQW) 2025 on November 10-14, 2025. 

With the theme “Quality: Think Differently,” this year’s celebration encourages organizations to challenge traditional quality management approaches and embrace innovative, resilient, and systems-based perspectives. It highlights the importance of cultivating adaptive quality cultures that respond to evolving stakeholder needs and create lasting value.

In line with this theme, the DAP continues to redefine quality in governance and public service through the GQMP, which advocates a shift from procedural compliance to strategic value creation–ensuring that quality systems lead to better outcomes for citizens. 

Anchored on Executive Order No. 605, the GQMP institutionalizes Quality Management Systems (QMS) across the bureaucracy and builds the capability of agencies to enhance their  systems and processes. As the implementing arm for advocacy and capability building, the DAP helps government institutions nurture a culture of quality governance—where decisions are data-driven, citizen feedback is valued, and innovation is encouraged. 

Further advancing this vision, the “Dekalidad na Serbisyo para sa Mamamayang Pilipino” advocacy upholds quality as a hallmark of accountability, transparency, and continuous improvement.

“Quality in government is not only about conformance to standards—it is about leadership that thinks differently, systems that adapt to change, and services that respond to people’s real needs,” said GQMP Program Manager Yuri R. Munsayac.
