DAP Strengthens Gender Mainstreaming Through Strategic Planning Workshop

The Development Academy of the Philippines (DAP), through its Gender and Development Technical Working Group (GAD TWG), conducted a two-day GAD Strategic Planning Workshop on October 22–23, 2026, at DAP Pasig, aimed at aligning the Academy’s gender mainstreaming initiatives with the DAP Strategic Plan 2027–2031.

Facilitated by GAD expert Ms. Riza C. Torrado, the workshop provided an opportunity to assess existing institutional gaps, identify priority gender issues, and formulate strategic interventions toward a more gender-responsive and inclusive organization. The activity also marked an important step in developing the Academy’s institutional GAD Agenda for 2027–2031.

The first day focused on understanding DAP’s strategic directions and examining the results of its 2023–2025 Gender Mainstreaming Evaluation Framework (GMEF) self-assessment. Participants explored opportunities to integrate gender perspectives across the Academy’s seven Strategic Objectives, ensuring that gender equality considerations are reflected in institutional policies, organizational systems, workforce development, and the delivery of programs and services.

On the second day, the GAD TWG, led by Chairperson Pag-Asa L. Dogelio, identified and prioritized gender issues affecting both DAP’s internal operations and its external programs. Using strategic alignment, gender equality significance, institutional gaps, urgency, and feasibility as criteria, participants examined key challenges and opportunities for strengthening gender mainstreaming. Through collaborative workshops, they developed proposed interventions anchored on the four GMEF entry points: Policy, People, Enabling Mechanisms, and Programs, Activities, and Projects (PAPs). The discussions also generated proposed outcome indicators, targets for 2031, responsible offices, and implementation activities to guide future institutional action.

The workshop reinforced DAP’s continuing commitment to advancing gender equality, inclusivity, and responsive governance. By laying the groundwork for a comprehensive and results-oriented GAD Agenda aligned with its institutional strategic direction, the Academy takes another step toward embedding gender perspectives into its decision-making processes, organizational practices, and programs and services—contributing to a more inclusive and equitable public sector.
