DAP signs first collective negotiation agreement with DAPPER

The Development Academy of the Philippines (DAP) and the DAP Personnel Association (DAPPER) formally signed the 2026–2029 Collective Negotiation Agreement (CNA) on 5 August 2026 at DAP Pasig, marking a significant milestone as the first CNA in the Academy’s history.

The agreement establishes a formal framework for constructive employee-management relations, promoting mutual cooperation, open communication, and shared responsibility toward a more collaborative and productive workplace.

The signing reflects the commitment of both DAP Management and DAPPER to strengthen partnership and dialogue in advancing the welfare of DAP employees while supporting the Academy’s institutional goals and public service mandate.

Following its ratification, the CNA, together with the required supporting documents, was formally submitted to the Civil Service Commission (CSC) on 24 August 2026 for official registration.
