Cebu City, Philippines June 18, 2025—The Development Academy of the Philippines (DAP), through the Center for Governance (CFG)-Local Governance and Development Office (LGDO), rolled out the first shuttle course under the Adaptive Governance and Innovation for Local Executives (AGILE) program titled, “Course on Data Governance for Innovation and Digital Transformation.” 


The course brought together 43 local government leaders and key functionaries from across the country. The participants explored the vital role of data in enhancing public service delivery and driving local economic growth,  in line with the Philippine Digital Transformation Strategy. 

Data experts and resource persons led the sessions, including Executive Director Sherwin M. Pelayo of the Analysis and Artificial Intelligence Association; Director of the Data Security and Compliance Office Atty. Aubin Arn R. Nieva of the National Privacy Commission alongside Information Technology Office Engr. Jansenn C. Esguerra; Office-in-charge of the CBMS Planning and Coordination Division Jehleen Faye C. Fernandez alongside Statistical Specialist I Reina A. Salaum of the Philippine Statistics Authority; and Center for Strategic Futures Program Manager Nissa Mariel M. Caderao of the DAP. 

Mandaue City Acting Mayor Glenn Bercede and Councilor Marie Immaline Cortes-Zafra welcomed the participants during a site visit, where they showcased the city’s data governance practices and digital transformation initiatives. 

The course ended with participants sharing their key insights, highlighting how effective data management helps local governments understand their context and identify evidence-based innovative solutions.
