Tagaytay City, Philippines – The Development Academy of the Philippines (DAP) released the first edition of the Innovation Project Concept Compendium during the Closing Activity of the Public Management Development Program’s Local Government Executives and Managers Class (LGEMC) on January 30, 2025, at the DAP Conference Center. The compendium features groundbreaking initiatives developed and implemented by LGEMC alumni to address pressing challenges in local governance.
The event highlighted the program’s achievements and underscored its vital role in strengthening local governance and empowering leaders to drive transformative change in their communities.
In her keynote address, DAP Senior Vice President for Programs Magdalena L. Mendoza highlighted the special significance of the year 2025 as it marks the five years of the program’s sustained efforts to capacitate and advocate innovation and development within local governments. She emphasized LGEMC as a vital partner in advancing the Philippine government’s vision of responsive, people-centered, and technology-enabled governance, which directly impacts community resilience and inclusivity.
A key highlight of the event was the presentation of the program’s comprehensive three-year accomplishment report (2020-2023). The report outlined significant milestones and success stories, illustrating how the LGEMC Program has consistently advanced innovation and fostered inclusive growth across various localities. Additionally, outstanding scholars of LGEMC Batches 13 – Bugsay, 14 – Buhayani, and 15 – Panagserbi, who demonstrated exceptional performance in promoting innovation, were recognized and awarded during the event.
The unveiling of the compendium and the event’s proceedings underscore the LGEMC Program’s dedication to building resilient, technology-driven public institutions and empowering future-ready leaders. The LGEMC Program remains committed to Monitoring and Evaluation efforts such as this to enhance capability building initiatives. By championing innovation and excellence in governance, the program aligns with the country’s long-term vision under AmBisyon Natin 2040: a Matatag, Maginhawa, and Panatag na Buhay Para sa Lahat.

The 71 graduates of LGEMC from Batches 13, 14, and 15 also participated in the inaugural One DAP Graduation held on 31 January 2025, which was attended by graduates from various academic programs, and executive and short courses.
