DAP recognizes outstanding LGEMC Scholars, marks milestones in program’s fifth year

Manila, Philippines — The Development Academy of the Philippines (DAP), through its Center for Governance, recognized 105 scholars of the Local Government Executives and Managers Class (LGEMC) under the Public Management Development Program (PMDP) during the program’s Annual Closing Activity held on 29 January 2026 at the Century Park Hotel.

DAP Officers with Batch 16 Sanliyab, Batch 17 Busilak, and Batch 18 Hirang Alumni. 

Select scholars from LGEMC Batches 16 Sanliyab, 17 Busilak, and 18 Hirang received special distinctions for developing innovative project concepts and demonstrating exemplary leadership potential—hallmarks of the program’s commitment to nurturing transformative local government leaders.

DAP Officers with the awardees of the Best Innovation Project Concept Award: Engr. Sunshine G. Paulin (Batch 16 Sanliyab), Muksin III H. Ibrahim (Batch 17 Busilak), and Atty. Michelle Q. Martin-Marcos (Batch 18 Hirang). 
DAP Officers with the Highest Performing Scholar Awardees: Adrian H. De Vera (Batch 16 Sanliyab), Atty. Ebenezer Daryl P. Manzano (Batch 17 Busilak), and Grace M. Kidang-Flores (Batch 18 Hirang).
DAP Officers with the Leadership Awardees: Gerry A. Maureal (Batch 16 Sanliyab), Giovanni I. Gulanes (Batch 17 Busilak), and Hon. Hanna Katrina L. Andres (Batch 18 Hirang). 

The event also highlighted key institutional outputs generated through the program’s Monitoring and Evaluation system, including the 2024 and 2025 Accomplishment Reports, as well as the launch of the first LGEMC Tracer Study and LGEMC Dashboard. The Tracer Study captures the professional progress and leadership trajectories of LGEMC alumni following program completion, while the dashboard consolidates and visualizes data gathered throughout the program’s implementation. Together, these outputs underscore the PMDP-LGEMC’s strong emphasis on data-driven, high-quality, and outcomes-oriented leadership development.

In his message, DAP Acting President and CEO Dr. Leocadio S. Sebastian emphasized the shared responsibility of the DAP and local government leaders in strengthening ethical, resilient, and future-ready local governance. He encouraged the graduates to carry forward their learning with purpose and conviction, and to champion integrity, excellence, and innovation in public service as they return to their respective communities.

Now in its fifth year of implementation, the PMDP-LGEMC reaffirms its commitment to advancing ethical, innovative, and future-ready leadership at the local level—contributing to the realization of the country’s long-term vision of a strongly rooted, comfortable, and secure life for all Filipinos.

The LGEMC is one of DAP’s flagship initiatives under the Public Management Development Program (PMDP). The course is a two and a half month learning journey delivered through a hybrid/flexible mode and composed of five courses that develop personal efficacy and leadership, development and governance, and strategic public management, all critical for LGUs charting their course through the complexities of public service.
