The Department of Public Works and Highways (DPWH) through the Unified Project Management Office (UPMO) has formalized a strategic partnership with the Asian Development Bank (ADB) and the Development Academy of the Philippines (DAP) to implement the Leadership Excellence for Advanced Development (LEAD) Program.
A ceremonial signing of the Memorandum of Understanding (MOU) and Letter of Agreement (LOA) was held on May 28, 2025, at the ADB Headquarters in Mandaluyong City. The event was led by DPWH Senior Undersecretary Emil K. Sadain, ADB Transport Sector Office Director Dong-Kyu Lee, and DAP Officer-in-Charge and Senior Vice President for Programs Magdalena Mendoza.
The LEAD Program is a strategic initiative aimed at ensuring leadership continuity and institutional sustainability in the implementation of the country’s transformative Infrastructure Flagship Projects (IFPs). The program will be implemented through the DAP Center for Governance-Operations Management Office.
