The Development Academy of the Philippines, through its Graduate School of Public and Development Management (DAP-GSPDM), in partnership with the Philippine Air Force Officer School (PAFOS), held the awarding ceremony for the eight batch of the Executive Course in Public Management (ECPM), on June 9, 2025, at the DAP Conference Center in Tagaytay City.
A total of 66 student-officers including three international military students from allied countries, with the ranks of Captain, Flight Lieutenant, and Major, were awarded with Certificates of Completion.
The ECPM is aligned with the PAFOS’ Squadron Officer Course (SOC) and is designed to provide middle-level officers with higher order learning and competencies in preparation for command and staff duties.
In her opening remarks, DAP Officer-in-Charge Magdalena L. Mendoza encouraged the graduates to embody the Academy’s core values—dangal, galing, and tatag—in their continued service to ensure peace, security, and to uphold territorial integrity and sovereignty.
GSPDM Dean Lizan E. Perante-Calina shared an overview of the program and expressed her appreciation for the Graduate School’s continuing partnership with PAFOS, which began in 2021. In recognition of PAFOS’ steadfast commitment to their shared mission of building capable leaders for national development, she presented the school with a plaque of appreciation.
PAFOS Commandant Col Arvin Joel N Buan PAF (GSC) closed the ceremony by commending the perseverance and dedication of the graduates. He also expressed his gratitude to DAP-GSPDM for their guidance and mentorship throughout the course.
The ceremony was also attended by the SOC Class 2025-A Course Director Major Uriel F Pangket PAF, the Assistant Course Director, MAJ HILARIE C AQUINO PAF, distinguished faculty members and staff of PAFOS, and the ECPM Faculty-in-Charge for the Research Module, Dr. Mark Joseph T. Calano.
The ECPM is a twinning program with the Philippine Air Force Officer School (PAFOS). This twinning program runs twice every year as part of the PAFOS Squadron Officer Course. It is managed by the Security Governance and Diplomacy Cluster (SGDC) composed of Ms. Alyn Joy D. Baltazar, Program Manager; Ms. Hanah Hadaza B. De Ocampo, Learning Manager; Ms. Precious P. Reforma; Mr. Clemente I. D. Vergara; and the following Learning Associates: Mr.. Christopher Morales, Ms. Francesca N. Lagran, Mr. Edrean L. Pornela, Mr. Emmanuel A. Esmilla, Ms. Jessica Marie N. Borja, and the Cluster Coordinator, Ms. Gemalyn G. Sabayo.
