The Development Academy of the Philippines (DAP) officially formalized a partnership with the Ministry of Transportation and Communications of the Bangsamoro Autonomous Region in Muslim Mindanao (MOTC-BARMM) in a ceremonial signing at the Sulu Hall, Edsa Shangri-La Hotel and Resort, Manila on 2 October 2024. The collaboration aimed to develop a Quality Management System (QMS) Certifiable to ISO 9001:2015 Standard for the MOTC-BARMM.

DAP President and CEO, Dr. Majah-Leah V. Ravago and MOTC-BARMM Minister, Atty. Paisalin P. Tago, CPA were the signatories of the Memorandum of Agreement. The ceremonial singing was also attended by distinguished representatives from the DAP and the MOTC-BARMM, including: DAP Senior Vice President for Programs, Magdalena L. Mendoza, DAP Vice President, Arnel D. Abanto, MOTC Director, Lady Hanifah R. Mindalano-Alonto, and MOTC Chief Accountant, Atty. Alaniah B. Arab, CPA.


As the primary policy, planning, programming, coordinating, implementing, regulating, and administrative entity of the Executive Branch of the Bangsamoro Autonomous Regional Government, the MOTC-BARMM seeks to continually improve the delivery of its services and transform its current management system to an ISO 9001:2015- certified QMS. The initiative is expected to significantly improve the quality of MOTC-BARMM’s processes and services, in line with its mission to enable the safe, orderly, timely, and economical movement of people and goods, and the delivery of information in BARMM.


Aligned with the goals set in the Philippine Development Plan 2023-2028, the ceremonial signing served as a testament to the DAP and the MOTC-BARMM’s shared commitment to fostering innovation, adaptability, and excellence in public service delivery.
