In support of smarter, citizen-centric governance, the Development Academy of the Philippines – Productivity and Development Center (DAP-PDC), through its Modernizing Government Regulations Program (MGRP), is launching the Capability Development Program on Regulatory Impact Assessment (RIA) for Local Government Units (LGUs).
This initiative supports the Philippine Development Plan (PDP) 2023–2028 and the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (RA 11032), underscoring the country’s continued commitment to regulatory reform and more efficient public service delivery at the local level.
Open to LGUs across provinces, cities, and municipalities, the program introduces participants to the principles and practical application of RIA—a globally recognized, evidence-based tool for developing and evaluating regulations. RIA enables local governments to ensure that policies are necessary, effective, efficient, and truly responsive to community needs.
Project Components
- Project Orientation – Engages LGU decision-makers to build institutional support and promote a culture of regulatory quality.
- Basic Course on RIA – Covers RIA fundamentals, significance, and core methodology. Completion is required before proceeding to the advanced course.
- Advanced Course on RIA – Provides in-depth learning on compliance cost analysis and preparation of a Regulatory Impact Statement (RIS).
- Stakeholder Consultation (Optional) – Encourages LGUs to involve local stakeholders in providing feedback on the regulation under review.
- Technical Review and Final Presentation – Participants present their outputs to a panel of DAP experts and LGU officials for feedback, validation, and recognition.
By the end of the program, participating LGUs will be able to:
- Conduct ex ante, ex dure, or ex post RIA using appropriate analytical tools;
- Develop a well-structured RIS for their selected local regulation.
The program is open to all LGUs nationwide committed to enhancing their regulatory systems. Each LGU must form a team of 7 to 10 personnel to complete the full training cycle.
