February 18, 2025—The Development Academy of the Philippines, through the Center for Governance-Local Governance and Development Office (CFG-LGDO), proudly welcomes the 16th batch of Local Government Executives and Managers Class (LGEMC) in a ceremony held at the DAP Conference Center (DAPCC) in Tagaytay City.
This year’s batch, aptly named Sanliyab—which means “blaze” or “flare”—comprises 33 local government functionaries representing 28 local government units (LGUs) from different municipalities, cities, and provinces across the country. The batch name reflects the scholars’ shared passion and commitment to igniting positive change in local governance.
The opening ceremony was graced by Senior Vice President for Programs Magdalena Mendoza, alongside key DAP officers. Also in attendance was distinguished LGEMC alumnus, Mayor of Del Carmen, Surigao Del Norte Alfredo Coro II, who served as the guest speaker. In his inspiring message, he highlighted the impact of the LGEMC program in strengthening local governance and leadership.
The scholars began their journey with an onsite conduct of Course 1: Peak Performing and Adaptive Local Government Leader, led by Faculty-in-Charge Ma. Victoria V. Alcoseba. The course allowed the scholars to reflect on their individualities and appreciate their roles as adaptive leaders in order to address the challenges existing in the local government.
The LGEMC is a flagship initiative of the DAP, designed to equip LGU functionaries with the skills and insights necessary for effective governance, leadership, and strategic management. Delivered through a hybrid/flexible learning mode within a period of two and a half months, the program consists of five courses focusing on personal efficacy and leadership, development and governance, and strategic public management.
