The Productivity and Development Center of the Development Academy of the Philippines, in cooperation with the Asian Productivity Organization, implemented the National Followup Program to the APO’s Workshop on Developing and Strengthening Consulting Capacities of National Productivity Organizations last May at the DAP Conference Center in Tagaytay City.

Following the success of the APO’s multicountry project in August 2015, the Workshop on Developing andStrengthening Consulting Capacities of NPOs held in Taipei, China, the Academy, through the PDC, conducted the course aimed at reviewing the consulting approaches of the DAP, identifying the key competencies of a consultant, and facilitating exchanges of expertise among DAP and DBM consultants.

A total of 40 participants underwent training through this project, with the majority of them coming from the DAP and the rest coming from the DBM.

The APO’s technical expert, Professor Paul N. Friga of the Kenan-Flagler Business School of the University of North Carolina in Chapel Hill, USA, served as the main resource person/facilitator for the course.  Enrique V. Abadesco, a senior organizational development and strategic management expert, was the local resource person engaged to cover the topics on mentoring and coaching and the tools of a consultant.

The course is the first NFP implementation that has taken place in the Philippines since it was introduced in June 2015.  APO member countries that have already held their first NFP courses were Bangladesh, Cambodia, Nepal, Malaysia, and India.

Translated on a national level

The NFP is a newly-adopted program opportunity of the APO governing body that allows multicountry projects to be translated into programs on a national level.  This localization scheme of APO projects provides member countries great flexibility to tailor-fit the program design to the productivity improvement needs and interests of their respective countries.  It also allows greater participation by stakeholders and a wider reach by the APO’s influence and knowledge tools.

As the NPO and implementing arm in the Philippines’ designation as the APO’s Center of Excellence in Public Sector Productivity, the Academy has set a thrust of advancing the productivity movement in the country.

Consultancy service in the areas of governance and accountability, productivity and quality, knowledge management, education and learning, and sustainable human development is one of the primary mechanisms that have been identified to realize this thrust.
