January 20, 2025 – The Development Academy of the Philippines (DAP), through its Graduate School of Public and Development Management (GSPDM), held an iteration of the Dekalogo Governance Lecture Series titled, “Bridging Learning Gaps with Implementation: Targeted Instruction as a Scalable Educational Solution,” at the DAP Building in Pasig City.
Dr. Noam Angrist, a Senior Research Fellow at the University of Oxford Blavatnik School of Government, led the discussion on the most promising success stories of Teaching at the Right Level (TaRL) and targeted instruction approaches in select countries abroad with his talk titled, “Implementation Matters: The Case of Targeted Instruction as a Scalable Educational Solution.” He then presented a systematic analysis of prior studies to inform policy for the future scale-up and generalization of these approaches for countries like the Philippines. Dr. Angrist further highlighted existing data on the implementation of TaRL and mEducation methods in the Philippines. On-site and virtual participants engaged in a discussion and knowledge co-creation on the gaps and opportunities for contextualizing these innovative educational solutions in the country to conclude the session.
