The Development Academy of the Philippines has entered into a memorandum of understanding with the Public-Private Partnership (PPP) Center on the PPP Center Capacity Building Program, with the DAP acting as one of the local capacity-building institutions (LCBI), on December 11, 2015 at the PPP Board Room in Quezon City.
Through this MoU, the DAP agreed to become a partner of the PPP Center in the provision of capacity-building interventions to local government units (LGUs). In return, PPP Center shall provide trainer’s training and continuous capacity building to DAP as an adjunct learning center on PPP. The two parties shall also review LGUs’ capacity-building needs so as to develop appropriate modules and approaches for enhancing the LGUs’ technical knowledge on PPP programs and projects.
In addition, the DAP and the PPP Center shall also develop products and services related to PPP programs and projects, as well as create feedback mechanisms to maintain their quality. The two parties also agreed to jointly develop the selection criteria for LGU participants and prepare a work program to aid LGUs manage and market their infrastructure and investment program.
PPP Deputy Executive Director Eleazar Ricote cites that the Capacity Building Program is a way to strengthen institutional capabilities of involved LGUs in all aspects of PPP project development, procurement, and implementation.
Signing the MoU as primary signatories were DAP President Antonio D. Kalaw, Jr. and PPP Center Executive Director and Undersecretary Cosette V. Canilao. Witnessing the signing were DAP Senior Vice President for Programs Magdalena L. Mendoza and Ricote.
The PPP Center is mandated to facilitate the country’s implementation of PPP programs and projects and provide technical assistance to national government agencies (NGAs), government-owned and controlled corporations (GOCCs), state universities and colleges (SUCs), LGUs, and private organizations to sustain national economic growth.
