In line with its commitment to enhancing evidence-based project management, the Development Academy of the Philippines (DAP), through its Center for Governance – Policy Research Office (CFG-PRO), recently conducted an online Course on Basic Monitoring and Evaluation (CBME) from October 14 to 18, 2024. The training upskilled 61 personnel from various government agencies and state universities and colleges (SUCs), providing essential tools for effective monitoring and evaluation (M&E) to support impactful governance.

The CBME program combined live lectures, interactive discussions, group workshops, and hands-on exercises, all designed to equip participants with critical M&E skills and a results-oriented mindset. Featured speakers included: National Economic and Development Authority (NEDA) Division Chief Jesse David; Department of Budget and Management (DBM) Bureau Chief Edelita Ocampo; Lutheran World Relief Senior Regional Technical Advisor Jansen Mayor; Dr. Liza Comia of the UP Los Baños Institute of Statistics; Dr. Maria Ela Atienza of the UP Diliman Department of Political Science; educator and M&E consultant Adelina Velasco; and DAP-PRO Director Gilbert E. Lumantao and Project Officer Eliza Galang.

To apply their learning, participants developed logical frameworks and M&E plans for real-world projects, presented to a distinguished panel, including AO 25 Secretariat Director Rosario Ablan and Center of Excellence on Public Sector Productivity Program Director Peter Dan Baon, who provided expert feedback and guidance.

During the course’s conclusion, DAP Vice President Imelda C. Caluen emphasized the significance of integrating M&E into everyday public service. “At the end of the day, our goal is for you to integrate M&E seamlessly into the fabric   of your programs and projects within your respective offices and agencies,” she said.

This CBME course affirmed DAP’s commitment to building the public sector’s capacity for evidence-based project management and strengthening its M&E for the assessment of progress and impact of development interventions.  This training underscores DAP’s role in supporting effective, data-driven governance across the Philippines.
