The Development Academy of the Philippines (DAP) convened its Academic Council (AC) on 6 August 2025 at the DAP Building, Pasig City, to formally welcome DAP Acting President and CEO Dr. Leocadio S. Sebastian, PhD, CESO I, as the newly designated Chairperson of the Council pursuant to Board Resolution No. 015 (s.2024).

The session gathered Council members both onsite and online. Present onsite were DAP Senior Vice President for Programs Magdalena L. Mendoza, DAP-Graduate School of Public and Development Management Dean Dr. Lizan E. Perante-Calina, Dr. Alex B. Brillantes, Jr., and Dr. Emmanuel F. Esguerra, while Dr. Christopher P. Monterola and Dr. Tirso A. Ronquillo joined virtually. Dr. Sebastian presided over the meeting alongside AC Secretariat Head Dr. Chester B. Cabalza.

The Council discussed key academic priorities, including:

  • Updates on the harmonization of Academic Manuals to ensure unified standards and policies across all DAP academic programs.

  • Deliberation of the candidates for graduation from the Public Management Development Program (PMDP) Middle Managers Class Batches 33 and 34, presented by Acting Vice President Nanette C. Caparros.

  • Presentation of a proposed new public offering from GSPDM by Program Manager Bailon Tabinas III.

The convening of the Academic Council reaffirms DAP’s commitment to uphold academic integrity, maintain the highest standards in its graduate programs and training, and advance its mission of inclusive and transformative development.
