✨LOOK: The Development Academy of the Philippines (DAP), through its Center for Governance (CFG), capped its four-day online intensive Course on Effective Local Legislation via Zoom on June 19, 2026. Equipping local governance, the program brought together 33 local chief executives, vice mayors, elected members of the Sanggunian (Panlalawigan, Panlungsod, and Bayan), alongside their legislative staff.
The course focused on transitioning local lawmakers from theory to practice, deep-diving into data-driven decision-making, systematic policy formulation, and collaborative local governance.
Malolos City Councilor John Vincent Vitug III and Butuan City Mayor Lawrence Lemuel Fortun shared real-world frameworks and best practices, demonstrating how harmonious executive-legislative branch relations accelerate public service delivery.
Culminating in a rigorous workshop, the course challenged participants to utilize an evidence-based pathway, moving from a data inventory and data decision matrix to problem and objective trees to craft targeted ordinances. The final outputs were evaluated for practical applicability, analytical depth, and legal soundness by a panel of technical experts from the Academy, specifically:
- CFG-Local Governance and Development Office (LGDO) Director Jannis T. Montañez,
- Program Manager Michelle N. Belga,
- Project Officer Diana Isabel R. Rosapapan, and
- Atty. Lester John A. Villar
In her closing remarks, the program, CFG-LGDO Director Montañez highlighted that the training reinforces a collective commitment to inclusive social and economic transformation, closely aligning local efforts with the Philippine Development Plan 2023-2028 and the Ambisyon Natin 2040 vision. She urged the course completers to sustain their momentum by championing governance innovation and translating their legislative insights into tangible community advancements for an empowered, forward-looking Philippines.
