In celebration of World Quality Month, the Development Academy of the Philippines (DAP), through its Government Quality Management Program (GQMP) of the Productivity and Development Center (PDC), hosted the hybrid GQMP Conference 2024 on November 19 to 20 at the DAP Conference Center in Tagaytay City and broadcasted live via Zoom. Themed “Beyond Quality Management: Advancing to Public Service Excellence,” the conference brought together a total of around 490 participants from 50 government agencies to promote a culture of excellence in public service delivery.

Key Discussions and Insights
The conference opened with a retrospective video on the evolution of the GQMP since 2019, emphasizing its role in enhancing public service quality. Highlights included sessions on global trends, ISO standards, and best practices:
- Global Trends in Public Service: Mahesh Kelkar from the Deloitte Center for Government Insights discussed the growing need for innovation and data-driven decision-making in addressing contemporary challenges.
- ISO Updates: Prof. Jonilo J. Del Rosario provided insights on the recent amendments to ISO 9001:2015, focusing on integrating climate change considerations into public sector operations. In his discussion, he underscored the significant revisions introduced in the amendment, particularly: Clause 4.1, Understanding the Organization and Its Context, which mandates organizations to assess the relevance of climate change to their operations, recognizing its influence on both internal and external aspects of the Quality Management System (QMS); and Clause 4.2, Understanding the Needs and Expectations of Interested Parties, which adds a new note stressing the need to address climate change-related expectations from stakeholders.
Showcasing Approaches in Public Service Excellence
The event spotlighted impactful initiatives that demonstrate excellence in service delivery:
- DSWD: Rosalie D. Dagulo highlighted the Conditional Cash Transfer Program’s role in empowering vulnerable communities.
- Quezon City LGU: Dr. Ma. Margarita Mejia shared the city’s smart city initiatives, emphasizing workforce and process management.
- DBP: Rustico Noli Cruz showcased the Green Financing Initiative, integrating sustainability into government projects.
- DTI: Jo-Dann N. Darong underscored public service excellence as a cornerstone of nation-building, encouraging participation in the Philippine Quality Award (PQA).
Sharing of Government Best Practices and GBPR 2024
The conference concluded with the prestigious Government Best Practice Recognition (GBPR) 2024, giving recognition to the Quezon City Government for their “Kabahagi Center” project —an integrated service model for children with disabilities.
Finalists included initiatives from:
- Local Government of Koronadal – “Barangay, Purok, and Sitio Empowerment Program (BPSEP)”
- Mariano Marcos State University – “MMSU Innovation and Technology: Forging the Path from Research to Market”
- Municipal Government of Narra – “The Best Tricycle Driver ‘That’s My Driver’ Awards”
- Quezon City General Hospital – “QCGH-Human Milk Bank: Sharing Milk, Saving Lives”
- 208th Tactical Helicopter Squadron of the Philippine Air Force – 205th Tactical Helicopter Wing – “Aircrew Data Management System (ADMS)”

In her closing remarks, GQMP Chairperson and DBM Secretary Amenah Pangandaman urged participants to adopt best practices and strive for PQA recognition, emphasizing DAP’s pivotal role in transforming public service delivery.
