Quezon City, Philippines – The Development Academy of the Philippines’ (DAP) Capability Building on Innovative Leadership for Legislative Staff (CBILLS) Program proudly unveiled its 2023 Annual Report during its Opening Ceremony on April 4, 2024, at the House of Representatives. This landmark report features the program’s significant milestones, event highlights, and policy advocacy initiatives from the past year.
The CBILLS Program, a cornerstone initiative of DAP for the Philippine Congress, focuses on empowering congressional officers and staff. By enhancing their leadership, management, and technical skills through continuous capability-building interventions, CBILLS aims to bolster the legislative and oversight functions critical to effective governance.
In the report’s introductory message, DAP Senior Vice President Magdalena Mendoza reiterated that “[T]he CBILLS designed a range of courses on evidence-based policymaking and innovative leadership—staying true to the DAP’s mandate, that is, to capacitate individuals and organizations so that they can perform their functions more effectively and efficiently.”
The CBILLS 2023 Annual Report marks the program’s inaugural print publication for its institutional partners, stakeholders, and the public. This is a testament to the program’s ongoing efforts to amplify its policy advocacy initiatives. It is also the first in a series of publications planned for fiscal year 2024, underscoring a continued commitment to transparency and public engagement.
Since 2018, the CBILLS Program has delivered training interventions to 797 legislative officers and staff. This achievement has been made possible through the steadfast support of the Philippine Congress, international and local institutional partners, subject matter experts, and seasoned practitioners.
