As part of the Capability Building on Innovative Leadership for Legislative Staff (CBILLS) Program of the Development Academy of the Philippines (DAP), the scholars from the emerging leaders track of the Philippine Congress successfully completed the  “Course on Revisiting the Fundamentals of Legislative Operations, Processes, and Procedures on July 14-15, 2025 at DAPCC Tagaytay.

This two-day course deepened the foundational and technical knowledge of congressional staff, focusing on the mandates and structure of Congress, parliamentary rules, committee systems, staff functions, and the essentials of bill drafting and legislative documentation.

Atty. Arnel Jose S. Bañas, Deputy Secretary of the Senate’s Administrative and Financial Services encouraged the CBILLS scholars to make a lasting impact through public service by cultivating strategic and critical thinking in their legislative work. 

Atty. Rodolfo Noel S. Quimbo, Director General of the Senate’s Blue Ribbon Oversight Office Management (BROOM), and Ms. Lina L. Mortega, former Executive Director of the House Committee Affairs Department, provided scholars with valuable institutional grounding to support more effective, responsive, and accountable legislative work.
