Participants from the 31st Basic Course on Regulatory Impact Assessment conducted last May 27, 28, 30 and 31.

Manila, Philippines – The Development Academy of the Philippines (DAP), through its Productivity and Development Center (PDC)-Modernizing Government Regulations Program (MGRP), has capacitated representatives of regulatory agencies from various local government units (LGUs) through two batches of its  Basic Course in Regulatory Impact Assessment held virtually in May and July 2024. The course provided the 112 participants with essential knowledge, skills, and tools for the regulatory process, focusing on key areas such as identifying the rationale for regulation, recognizing the value of regulatory reform, understanding the significance of RIA in regulatory processes, and mastering the steps involved in conducting a RIA. 

Participants included officers and technical staff from 10 LGUs: Provincial LGU of Northern Samar; Municipal Government of Calauan; Provincial Government of Davao Del Norte; LGUs of Guiguinto, Bulacan; Narra, Palawan; Ormoc, Leyte; and Tagbilaran, Bohol; and City Governments of Butuan, Koronadal, and Tagum.

The sessions were led by esteemed resource persons including Melonie Tejol, project officer at the DAP-Center for Governance; Reuel Hermoso, DAP fellow; Rosario De Castro, project manager of MGRP-Regulatory Review Component; Lea Peralta, officer-in-charge, MGRP.  The PDC team, comprising Raymund Macanas, Christian Eparwa, and Pauline Marie Villar also conducted sessions, while Joanah Ruth Lupanggo, Ann Margaret Reyes, and Stephanie Lacbayo facilitated the sessions.

Participants engaged in interactive lectures, workshops, and case studies designed to produce actionable outputs like the Preliminary Impact Statement, which can be directly applied in their regulatory functions. The course’s  interactive format and the expertise of the resource speakers were highly praised by participants, who highlighted the practical applicability of the training to their roles in policy-making, LGU management, and administration.
