The Center for CES (Career Executive Service) Development (CCD) is DAP’s technical resource center dedicated to enhancing organizational effectiveness through human capital development, specifically targeting third-level Career Executive Service positions. The CCD’s focus is to deliver capacity-building interventions aimed at producing competent, development-oriented, innovative, technically skilled, and future-ready managers, leaders, and change agents equipped to lead smart and resilient public organizations. It is charged with the implementation of the Public Management Development Program (PMDP), the National Government’s Career Executive Service Development Program.

The CCD comprises three offices, each with a distinct role and function that contribute to the center’s overall mandate:
1. Junior Executive Development Office provides intensive, holistic, and multimodal continuous training and career development for middle managers in the bureaucracy. The training is designed for high-performing and high-potential division chiefs who are being prepared for entry into the Career Executive Service. The program aims to develop the core competencies of a Career Executive Service Officer (CESO) through a curriculum based on CES competency standards. Participants acquire knowledge, skills, and perspectives to become effective development managers through a long-cycle program that fosters shared contexts and deep bonds among cohorts, promoting seamless coordination and collaboration within the government.

2. Senior Executive Development Office offers a comprehensive and integrated training program for incumbents of CES positions in the bureaucracy. The program is intensive, holistic, multimodal and segmented to fit the busy schedules of participants. It aims to enhance the competencies of third-level executives by exposing them to cutting-edge technologies and new development management philosophies, enabling them to lead resilient and innovative organizations. The Office also conducts short cycle specialized training on various leadership and management models to keep executives updated, inspiring them to lead competent, agile, and future-ready organizations.

3. Advocacy and Admission Office focuses on sustained promotions of the PMDP and recruitment and admission for the continuous implementation of the training and career development program for the CES. Through a broad-based marketing program, it ensures the visibility of the Center’s offerings to ensure robust nominations from the agencies, and then administer a rigorous admission process to filter deserving applicants. It also maintains relations with the PMDP alumni who form an important community of practice for the Academy. Further, the Office maintains an extensive knowledge portal providing valuable input for the Center’s various activities.
