Atty. Barua-Yap is a proud alumna of the University of the Philippines Diliman, where she earned a Bachelor of Arts in English and Comparative Literature, graduating cum laude, and a Bachelor of Laws, passing the Philippine Bar Examination in 1985. She furthered her education with a Doctorate in Public Administration from the UP National College of Public Administration and Governance and a Master in Public Management from the Ateneo School of Government, Ateneo de Manila University.
She currently serves as Chairperson of the Civil Service Commission (CSC), a position she was appointed to on October 16, 2024, by President Ferdinand Marcos Jr., with her term extending until February 2, 2029. She also serves as Member of the Board of Trustees of the Development Academy of the Philippines (DAP), contributing to the academy’s mission of promoting excellence in governance and public management. Her professional career includes serving as Secretary General of the House of Representatives from 2007 to 2013, where she was the first woman to hold the position and effectively managed legislative processes during the 14th and 15th Congresses. Prior to her CSC appointment, she served as Undersecretary at the Department of Agrarian Reform (DAR), where she oversaw Special Concerns and External Affairs and Communications and played a pivotal role in policy advocacy and program implementation. Atty. Barua-Yap has also been a lecturer at the University of the Philippines Diliman, imparting knowledge in law and public administration. Her notable achievements include implementing reforms to enhance legislative efficiency and management, leading initiatives to uphold the principles of integrity, patriotism, and accountability in public service, and serving as a role model for women in leadership and public administration. Born on January 9, 1953, in Laoag, Ilocos Norte, Atty. Barua-Yap was married to the late Atty. David Jonathan V. Yap, a respected legal counsel and academic. Atty.
