
The Development Academy of the Philippines (DAP), through its Public Management Development Program – Local Government Executives and Managers Class (PMDP-LGEMC), proudly congratulates LGEMC Batch 16 scholar, Ms. Sheryl L. Cabrera, EnP, for having her Project U.N.L.A.D. approved by the Department of Economy, Planning, and Development (DepDEV) under the 2025 Innovation Grants.
Project U.N.L.A.D. (Unified Network for Livelihood and Aftercare Service Delivery) is an LGU-driven, human-centric, and data-informed initiative, developed to address the persistent vulnerabilities experienced by families completing the Pantawid Pamilyang Pilipino Program (4Ps). To strengthen the economic reintegration of 4Ps households, the project introduces a structured and sustainable aftercare system that is anchored on four core components:
- an operational LGU-led monitoring tracking system;
- a comprehensive referral mechanism for aftercare programs and services;
- the UNLAD CapHub, a dedicated business incubation and livelihood revival facility; and
- project institutionalization to ensure long-term implementation.
Project U.N.L.A.D. features a mobile tracer and referral platform that gathers household profiles, identifies needs, and provides timely and targeted support. Its core aim is to transform the end of cash grants into the start of sustained empowerment, promoting self-reliance and an accurate narrative for 4Ps graduates.
Approved by the Executive Technical Board of the National Innovation Council (NIC), the 2025 Innovation Grants support pioneering projects that strengthen communities, enhance public service, and promote resilience nationwide. DEPDev Secretary and NIC Vice-Chair Arsenio M. Balisacan noted that the grants highlight Filipino ingenuity and provide vital support to turn bold ideas into scalable solutions, driving inclusive growth and sustainable development.
Aligned with the Philippine Innovation Act (RA 11293), the Philippine Development Plan 2023-2028, and the National Innovation Agenda and Strategy Document (NIASD) 2023-2032, the grants champion innovation and inclusive growth in pursuit of sustainable development nationwide.
