
The Development Academy of the Philippines (DAP), through its Modernizing Government Regulations Program (MGRP), is set to present the key findings and emerging recommendations of its 2025 Regulatory Review in a virtual Public Consultation on 28 November 2025, from 1:30 PM to 5:00 PM, via Zoom.
The consultation will highlight the results of DAP’s extensive engagements with stakeholders across priority sectors and will serve as a platform to collect further insights to ensure that existing regulations remain relevant, efficient, and responsive to the needs of industries and the public.
The program will open with presentations from DAP’s study teams, followed by sector-specific breakout discussions and an integration session to consolidate feedback and identify actionable next steps for regulatory improvement.
About the MGRP
The Modernizing Government Regulations Program is a flagship regulatory reform initiative of DAP that supports the national government’s agenda to improve the ease of doing business. It does so by identifying and reducing unnecessary regulatory burdens, promoting more effective and citizen-friendly regulations, and strengthening the overall regulatory environment.
For 2025, the MGRP is conducting Post-Implementation Reviews (PIRs) of regulations identified as potentially burdensome, outdated, or ineffective. Reviews are being undertaken in five key areas:
- Filipino Migrant Labor
- Pharmaceutical Industry
- Semiconductors and Electronics Industry
- Small-scale Boatbuilding Industry
- Telecommunications Industry
These PIRs aim to assess how well existing regulations meet their intended objectives, evaluate their real-world impact on businesses and citizens, and pinpoint opportunities for streamlining, modernization, and long-term regulatory reform.
