16 September 2025—The Development Academy of the Philippines (DAP), through its Center for Governance, officially welcomed the 18th batch of the Local Government Executives and Managers Class (LGEMC) in a symbolic ceremony at the DAP Conference Center in Tagaytay City, reaffirming its commitment to strengthening leadership and governance at the local level.

The newest batch, named “Hirang,” is composed of 39 local leaders– six mayors and 33 department heads and managers– from 35 local government units (LGUs) nationwide. The name  reflects their role as those chosen stewards of governance, innovation, and community service.

In his keynote message, Baguio City Mayor Benjamin B. Magalong underscored that true leadership is rooted in service, integrity, transparency, and accountability. He urged the scholars to use the new competencies they will gain to advance ethical governance and become catalysts for change in their respective communities.

The ceremony was led by DAP Acting President and CEO, Dr. Leocadio S. Sebastian, along with key DAP officials. 

With this milestone, Batch 18 – Hirang has formally embarked on its leadership journey, committed to honing their capabilities  and driving meaningful reforms in their communities.

We are now accepting applications for LGEMC Batch 19!

The LGEMC is one of DAP’s flagship initiatives under the Public Management Development Program (PMDP). The course is a two-and-a-half month hybrid/flexible program composed of five courses that aims to develop personal efficacy and leadership, development and governance, and strategic public management — competencies vital for LGUs in navigating the complex landscape of public service.
