The Development Academy of the Philippines-Productivity and Development Center (DAP-PDC) successfully concluded its three-part Q-Talks Seminar Series on “Cultivating Quality in the Public Sector,” gathering over 2,200 participants from various government agencies via a hybrid set-up.
Organized under the Government Quality Management Program (GQMP), the Q-Talks series aimed to strengthen quality mindset across government and foster a culture of excellence to enhance accountability, efficiency, and public service delivery.
The series feature the following sessions:
Session 1: Making Quality Work: Mindset Methods, and Meaning in Government

Dr. Rey B. Fremista, President of the Philippine Society for Quality Inc., emphasized citizen-centric governance and the need for continuous institutional improvement. The session explored the foundational principles of quality in government and set the stage for a broader advocacy of excellence in public service.

Session 2: Building a Culture of Quality: From Personal Habits to Public Impact

Productivity expert Nina Maria B. Estudillo shared tools for cultivating productive habits in the workplace, while Civil Service Commission (CSC) Assistant Commissioner, Atty. Judith A. Dongallo-Chicano highlighted the importance of integrity, accountability, and competence. The session focused on how individual discipline contributes to organizational success and sustainable innovation.

Session 3: Minimizing the Cost of Poor Quality in the Public Sector

DAP-PDC Vice President Arnel D. Abanto discussed the cost of poor quality in government and presented strategies to reduce waste and enhance efficiency. Participants were introduced to actionable approaches for improving service quality in government operations.
The high level engagement throughout the GQMP Q-Talks series reflects the Philippine public sector’s growing commitment to quality-driven, citizen-focused governance. The initiative also reinforces the DAP’s mandate to build capabilities of government institutions toward productivity and excellence.
