In its ongoing commitment to improving the quality of regulations in the public sector, the Development Academy of the Philippines – Productivity and Development Center (DAP-PDC), through its Modernizing Government Regulations Program (MGRP), recently conducted three batches of the Seminar on Consultations in Regulatory Impact Assessment (RIA). The 20th, 21st, and 22nd batches of the seminar were held on April 10–11, April 29–30, and May 21–22, 2025, respectively.
A total of 221 regulatory officers, directors, division chiefs, and technical staff from 21 national government agencies and local government units (LGUs) participated in these capability-building sessions designed to promote good regulatory practices across the public sector.
The seminars aimed to strengthen participants’ capabilities in integrating public consultations into the RIA process. Specifically, the sessions enabled participants to:
- Recognize the value of consultations in RIA,
- Understand the guiding principles of effective consultations, and
- Learn the key steps in the consultation process.

Core topics covered an overview of RIA, consultation principles, and hands-on application through case studies and workshops. Participants engaged actively in lectures, interactive activities, and group critiques, with pre- and post-tests conducted to measure learning outcomes.

- 21st Seminar: Department of Public Works and Highways – Regional Office II, Department of Health – Central Office, Cooperative Development Authority – Region IX, DHSUD – Region VII, City Government of Lapu-Lapu, National Commission on Indigenous Peoples – Region IVA, and the Municipal Government of Basey
- 22nd Seminar: Department of Trade and Industry, Department of Health – CAR, City Governments of Butuan and Ormoc, Municipal Governments of Tagkawayan and Bacnotan, and the Department of Agriculture – Region VII

The successful completion of the Seminar on Consultations in RIA highlights DAP’s continued commitment to promoting evidence-based and participatory policymaking. These sessions further strengthen government agencies and LGUs to improve the quality of regulations, making governance more inclusive, transparent, and responsive to public needs.
