In recognition of the upcoming 2025 midterm elections in the Philippines, the Development Academy of the Philippines (DAP), through its Graduate School of Public and Development Management (DAP-GSPDM), held the latest installment of its Dekalogo Governance Lecture Series titled “Democracy in Action: Open Government and Citizen Participation” on May 5, 2025 at the DAP Building in Pasig City.
The session featured distinguished speakers and guests from the U.S. Embassy and the Fulbright Commission in the Philippines and aimed to underscore the importance of open government and active civic participation.
In her opening remarks, GSPDM Dean Dr. Lizan Perante-Calina encouraged participants to reflect on the true essence of democracy, particularly on whether they view themselves as passive observers or as active contributors in shaping the nation’s future.
Deputy Director for Public Engagement, Chad Kinnear, of the U.S. Embassy in the Philippines introduced the U.S. Speaker Program and emphasized the role of diplomats in fostering accountable governments that are responsive to the needs of the people.
Meanwhile, Dr. Bryan McHarg, Director of Academic Civic Engagement at the Appalachian State University, delivered an insightful lecture on the importance of civic engagement, from identifying problems to crafting solutions. Drawing from his experiences in Appalachia, Dr. McHarg shared practical steps for becoming civically engaged at the community level.
An open forum followed the discussions, providing a platform for participants to exchange ideas with the guest speakers. In her synthesis, DAP Supervising Fellow, Dr. Ma. Oliva Z. Domingo, concurred that taking initiative to confront problems in society is challenging, but an essential first step to civic engagement.
Dr. Chester B. Cabalza, Officer-in-Charge of the Office of the Academy Registrar, expressed gratitude to the participants for their insightful contributions, especially in the context of the upcoming elections.
DAP Officer-in-Charge Magdalena L. Mendoza formally closed the event by emphasizing the role of the United States in shaping the Philippines’ democracy. The event underscored DAP-GSPDM’s commitment to civic engagement in pursuit of an inclusive democracy.
