Pasay City, 21 April 2025—The Development Academy of the Philippines (DAP), through its Graduate School of Public and Development Management (GSPDM), in partnership with the Foreign Service Institute (FSI), officially opened the Certificate in Public Management (CPM) program in a ceremony held at the FSI Headquarters.
Being integrated with the FSI’s 31st Foreign Service Officers’ Cadetship Course (FSOCC), the CPM is a graduate-level offering that provides a strategic opportunity to further enhance the capabilities of FSI and the Department of Foreign Affairs (DFA) personnel in policy analysis, public sector leadership, and governance excellence. This marks a significant milestone in the nearly five-decade partnership between DAP and FSI, reaffirming their shared commitment to nurturing a responsive, ethical, and forward-looking civil service.
In her message delivered by Program Manager Mr. Manuel C. Santos, Jr., GSPDM Dean Lizan E. Perante-Calina, DPA, warmly welcomed the co-learners and underscored that the program launch was “more than just the beginning of a course, but the start of a deeper commitment to serve with integrity.” She encouraged participants to engage fully with the program, both intellectually and purposefully, as they take on greater roles in public service.
FSI Director General Atty. Francisco Noel R. Fernandez likewise expressed his appreciation to DAP for co-developing and co-implementing the program. He highlighted the privilege afforded to this inaugural batch of FSI personnel—-being the first to undertake the CPM-FSI program—and challenged them to embody the values of excellence, integrity, and professionalism in their public careers.
The opening also featured a program orientation facilitated by Mr. Santos, who gave an overview of GSPDM’s mandate, institutional history, and flagship initiatives. This was followed by Mr. Jeck Gabriel M. Ruiz, Learning Manager, who introduced the course framework and emphasized its aim to equip co-learners to thrive in complex, multidimensional roles within their respective agencies.
Participants were then invited to introduce themselves and share their personal and professional expectations of the course, the Learning Management Team, and resource persons. An interactive open forum wrapped up the session, giving co-learners the opportunity to raise questions and clarify program details ahead of the first formal learning session.
The CPM is a continuing testament to the DAP and FSI’s enduring partnership and shared vision of empowering government professionals to become champions of transformative public service.
