The Development Academy of the Philippines (DAP), through its Center for Governance – Local Governance and Development Office (CFG-LGDO), successfully conducted the Course on Local Development and Governance Perspectives for Batch 16 – Sanliyab of the Local Government Executives and Managers Class (LGEMC) from March 4 to 11, 2025, held virtually via Zoom.
A total of 33 local government officials from 16 municipalities, two provinces, and 10 cities participated in the weeklong course aimed at deepening their understanding of local governance, innovation, and development planning. The sessions enabled scholars to formulate actionable strategies and plans tailored to the needs of their respective communities.
The course was led by Faculty-in-Charge Austere Panadero, President and CEO of the Zuellig Family Foundation and former DILG Undersecretary. Joining him were subject matter experts from key government institutions who tackled pressing issues and emerging trends in local development:
- Dir. Carmel P. Matabang, NEDA Region IV-A CALABARZON
- Asst. National Statistician Kristine Joy S. Briones, Philippine Statistics Authority
- Dir. Anna Liza F. Bonagua, DILG Bureau of Local Government and Development
Scholars engaged in critical discussions on decentralization, community-based monitoring systems, and the use of data for evidence-based planning—all aligned with national frameworks such as AmBisyon Natin 2040 and the Philippine Development Plan 2023–2028.




The LGEMC is one of DAP’s flagship programs under the Public Management Development Program (PMDP), designed to strengthen the leadership and strategic management capacities of LGU functionaries in driving transformative change.
