Manila, Philippines—The Development Academy of the Philippines (DAP), through the Productivity and Development Center (PDC)- Modernizing Government Regulations Program (MGRP), in collaboration with the Anti-Red Tape Authority (ARTA), successfully concluded Phase VI: Capability Development Assistance on Regulatory Impact Assessment (RIA) for 2024. The program, aiming to improve government service delivery and enhance bureaucratic efficiency through a whole-of-nation approach and the adoption of innovative, good regulatory practices, had 244 participants from 25 ARTA-nominated agencies. 

The ARTA, tasked with overseeing compliance with the national policy on anti-red tape and promoting ease of doing business, identified 25 priority agencies to undergo Basic and Advanced RIA Courses, culminating in a Panel Presentation on the Results of the RIA. This initiative enabled agencies to evaluate their existing regulations and propose improved regulatory options to foster more effective and efficient governance. The agencies included the following:

The Basic Course on RIA, conducted in three batches, guided participants in developing Preliminary Impact Statements for selected regulations. Meanwhile, the Advanced Course, also delivered in three batches, focused on producing Draft Regulatory Impact Statements (RIS), complete with recommended regulatory options.

Participating agencies subjected their existing regulations to the RIA  process  which is structured around four key steps: 1) Problem Analysis and Objective Setting, 2) Options Identification, 3) Impact Assessment, and 4) Implementation, Monitoring, and Evaluation Planning. The proportionality principle was applied to ensure regulations are balanced and effective, while stakeholder consultations were conducted to validate the legitimacy of proposed regulations and promote greater compliance.

Key resource persons, including MGRP Program Manager Lea S. Peralta, MGRP Fellow Reuel R. Hermoso, and PDC Project Officers Christian S. Eparwa, Rosario E. De Castro, and Adelina D. Alvarez, provided expert guidance throughout the program, ensuring agencies effectively integrated RIA principles to achieve evidence-based, cost-efficient regulatory reforms.

By the end of the program, participating agencies were equipped with the tools and knowledge to develop smarter, streamlined regulations that prioritize transparency, accountability, and stakeholder engagement. This effort underscores DAP’s enduring commitment to fostering trust in public institutions and enhancing outcomes for both the government and the Filipino people.
