Subic Bay, Philippines—Strengthening the Development Academy of the Philippines’ (DAP) engagement in global security and defense cooperation, Dr. Chester Cabalza, Professor of International Security and Faculty-in-Charge of the Development and Security Program at the DAP Graduate School of Public and Development Management, was invited by the French Embassy in Manila to board France’s nuclear-powered aircraft carrier, Charles de Gaulle, during its historic stopover in the Philippines.

The Charles de Gaulle, France’s most advanced aircraft carrier, docked in Subic Bay from February 21 to 23 as part of Mission CLEMENCEAU 25, a strategic Indo-Pacific deployment that underscores France’s commitment to regional stability and international cooperation. Dr. Cabalza’s presence on board aligns with DAP’s broader mission of contributing to national development through high-level policy discourse, capacity-building, and strategic engagements in security and governance.

During the visit, Dr. Cabalza joined a distinguished delegation of officials and experts who were given firsthand insights into the operational capabilities of the French Carrier Strike Group.
