The Development Academy of the Philippines (DAP), serving as the focal organization for the Asian Productivity Organization (APO) Center of Excellence on Public-Sector Productivity, successfully hosted a two-day webinar series on Green Productivity (GP) in the public sector on November 19 to 20, 2024. The event drew over 700 participants from various public-sector organizations across the country, reflecting the growing interest in sustainable practices within public administration.
Designed to introduce fundamental concepts, methodologies, tools, and techniques of Green Productivity, the webinar emphasized enhancing productivity while promoting environmental sustainability in public-sector operations. The program highlighted actionable methodologies, best practices, and case studies to equip public institutions with tools to foster eco-friendly governance. It also provided participants with practical insights on implementing the GP Framework at the government level.
Marites D. Solomon, Program Manager of the DAP Sustainable Human Development Program, outlined practical strategies for integrating GP into public-sector workflows. She discussed resource conservation through the “3Rs” (reduce, reuse, recycle), eco-mapping, and energy-saving initiatives. Solomon illustrated these concepts with case studies featuring solar rooftop installations and water recycling projects, demonstrating their potential to reduce environmental impact and improve operational efficiency.
Engr. Eric E.A Raymundo, an environmental practitioner, introduced the Green Productivity—GP 2.0 framework, which promotes green procurement, sustainable infrastructure, and circular economy practices. He cited national programs like the Philippine Green Jobs Act and the Philippine Green Building Code as models for driving economic growth through environmental responsibility. Raymundo stressed that a circular economy is crucial to achieving net-zero emissions and called for stronger regulatory enforcement to ensure compliance and long-term sustainability.
In his concluding remarks, Raymundo emphasized the importance of enforcing environmental regulations to complement voluntary efforts. He pointed out that while immediate returns on investment can be a barrier, stricter compliance measures would drive public-sector entities to adopt and sustain green initiatives, fostering a culture of environmental stewardship.
