The Development Academy of the Philippines (DAP), through its Productivity and Development Center (PDC), conducted the 23rd and 24th batches of the Advanced Courses on Regulatory Impact Assessment (RIA) under the project “Capability Development on Regulatory Impact Assessment for Local Government Units.” These initiatives underscore the DAP’s commitment to promoting efficient and effective governance across the Philippines.
A total of 71 key officers and technical staff from eight local government units (LGUs) nationwide participated in these advanced courses. Designed to enhance participants’ skills in conducting comprehensive RIAs, the program aimed to produce two primary outputs: draft Regulatory Impact Statement (RIS) and action plans.
DAP Program Manager Lea S. Peralta of the PDC-Modernizing Government Regulations Program (MGRP) and DAP Fellow Reuel R. Hermoso led the sessions. The courses covered an overview of regulation, fundamental microeconomic concepts, and detailed steps involved in RIA. Participants also explored impact assessment methodologies and alternative approaches. The courses concluded with a case study on Ex-Ante and Ex-Post RIA, providing participants with practical insights into the application of these concepts in real-world scenarios.

The 23rd batch was held in Iloilo City in June 2024, followed by an online session in July to present the participants’ draft RIS). The 24th batch took place in Davao City in August 2023, with the RIS presentation conducted virtually.
Participating LGUs included the Municipal Government of Narra, Palawan, Local Government of Tagum, Provincial Governments of Northern Samar and Davao Del Norte, and City Governments of Ormoc, Leyte; Trece Martires, Cavite; Koronadal, South Cotabato; and Butuan, Agusan Del Norte.
The conduct of these advanced courses highlights the DAP’s pivotal role in advancing good regulatory practices across the country. By equipping LGUs with the tools and knowledge to improve regulatory frameworks, the DAP reaffirms its commitment to fostering development and enhancing public service delivery.
