The Development Academy of the Philippines (DAP), through its Productivity and Development Center-Modernizing Government Regulations Program (PDC-MGRP), successfully concluded its 22nd Advanced Course on Regulatory Impact Assessment (RIA) for local government units (LGUs) as part of the project entitled “Capability Development on RIA for Local Government Units (LGUs). Some 19 participants, including officials and technical staff from the municipal governments of Concepcion (Romblon), Santa Fe (Nueva Vizcaya), Goa (Camarines Sur), and San Isidro (Isabela), attended the course.

From April 22-26, 2024, at the DAP Conference Center in Tagaytay City and via Zoom, and during online output presentations from April 30, May 6 and 7, 2024, the course provided participants with essential skills and knowledge to navigate regulatory landscapes effectively through comprehensive lectures and interactive workshops.

The course focused on enhancing the RIA capabilities of regulatory agencies, covering a wide range of topics such as microeconomics, proportionality analysis, stakeholder consultations, and the four-step RIA process: problem analysis and objective setting, options identification, impact assessment, and implementation, monitoring, and evaluation planning. It trained participants to conduct detailed RIAs on selected regulations using various analytical methods and to develop Regulatory Impact Statements (RIS) to guide regulatory scrutiny.

Through focused coaching and workshops, the course enabled participants to apply their newly acquired analytical skills to assess the impact of regulations and explore alternative policy options.

MGRP Program Manager Lea S. Peralta, MGRP Fellow Reuel R. Hermoso, and Project Manager Adelina D. Alvarez, of the Productivity Development Research Office, led the learning sessions.

The highlight of the learning event was when each LGU presented their draft RIS where they discussed the results of undertaking each RIA step extensively. Following each presentation, the resource persons offered detailed feedback and recommendations tailored to each LGU. 

As part of DAP’s commitment to support the participants on this capability development project, Technical Assistance and Guidance for the Development of the RIS and the Panel Presentation of the RIA results will be provided by PDC-MGRP upon completion of the training project.
