The Development Academy of the Philippines (DAP), through its Productivity and Development Center – Modernizing Government Regulations Program (PDC-MGRP), recently concluded its 17th and 18th Seminar on Consultations in Regulatory Impact Assessment (RIA). These activities, held on February 22 to 23 and March 7 to 8, 2024, respectively, brought together key personnel from 13 government agencies and offices, marking a significant step towards strengthening regulatory proficiency across various sectors.

The primary objective of the seminar was to equip participants with essential skills and knowledge crucial for conducting effective consultations within the framework of RIA. Through a series of engaging sessions, attendees gained valuable insights into the principles of good regulatory practices, alongside practical guidance on navigating the complexities of regulatory reform.

Led by resource persons MGRP Program Manager Lea Peralta and PDC-Productivity Development Research Office Project Manager Adelina D. Alvarez, the seminar delved into critical topics such as the principles guiding effective consultations, various aspects of regulatory reform, and substantial and procedural approaches to RIA. Participants also examined the challenges inherent in the Philippine regulatory landscape, emphasizing the importance of instituting reforms to enhance regulatory quality and management.

With a total of 190 key officers and technical staff in attendance, representing agencies including the Department of Agriculture, Department of Trade and Industry, Department of Health, Department of Information and Communications Technology, Movie and Television Review and Classification Board, Games and Amusement Board, National Privacy Commission, Energy Regulatory Commission, Bureau of Animal Industry, and DAP, the seminar facilitated a dynamic exchange of ideas and best practices.

The successful completion of the 17th and 18th Seminar on Consultations in RIA underscores the commitment of government agencies to adopt and promote good regulatory practices. Participants emerged with heightened awareness regarding RIA public consultations, equipped with preliminary strategies to address regulations requiring RIA.
